  97. N90-39 EDITORS NOTE:  CASE FOR MARS IV CONFERENCE PLANNED

  100.      The Case for Mars IV Conference, with emphasis on the 
  101. international exploration of Mars, will be held at the University 
  102. of Colorado, Boulder, June 4 to June 8.  The conference will 
  103. explore the potential for human exploration and settlement of 
  104. Mars in the 21st century.  
  105.  
  106.      The conference is organized by the Boulder Center for 
  107. Science and Policy and is co-sponsored by NASA and a variety of 
  108. national laboratories, aerospace companies and space interest 
  109. groups.  
  110.  
  111.      Keynote speakers on June 4 include Dr. Thomas O. Paine, 
  112. former NASA Administrator, and Raymond Walters, staff member of 
  113. the National Space Council.  Scientists from the United States, 
  114. Europe, the Soviet Union, Japan, Canada and other countries are 
  115. scheduled to present papers.

  191. SPACE GRANT COLLEGE AND FELLOWSHIP PROGRAM PHASE II ANNOUNCED

  194.      NASA today announced a second competition under the National 
  195. Space Grant College and Fellowship Program.  Phase II, which will 
  196. result in the selection of Space Grant State Consortia, provides 
  197. all states not now a part of the program the opportunity to 
  198. compete.  The District of Columbia and Puerto Rico also are 
  199. eligible.

  201.      The National Space Grant College and Fellowship Program was 
  202. authorized by Congress to help strengthen and enhance, through 
  203. the nation's universities, U.S. capabilities in aerospace science 
  204. and technology.  
  205.  
  206.      Objectives of the program are: (1) to establish a national 
  207. network of universities with interests and capabilities in 
  208. aeronautics, space and related fields; (2) to encourage 
  209. cooperative programs among universities, aerospace industry and 
  210. federal, state and local government; (3) to encourage 
  211. interdisciplinary training, research and public-service programs 
  212. related to aerospace; (4) to recruit and train professionals, 
  213. especially women, underrepresented minorities and persons with 
  214. disabilities, for careers in aerospace science and technology; 
  215. and (5) to promote a strong science, mathematics and technology 
  216. education base from elementary through university levels.

  218.      In 1989, NASA Administrator Richard H. Truly implemented 
  219. Phase I of the program by selecting 21 universities and consortia 
  220. as Designated Space Grant Colleges and Consortia.  These 
  221. universities and consortia currently are carrying out activities 
  222. designed to achieve program objectives.

  239.      Under Phase II, states can compete for grants in one of two 
  240. categories.  Program Grants are appropriate for states that 
  241. presently have colleges and universities with nationally 
  242. competitive aerospace research and educational capability.  Funds 
  243. will be used for initiating new programs and enhancing existing 
  244. activities which contribute to the goals of the National Space 
  245. Grant College and Fellowship Program.  Capability Enhancement 
  246. Grants are appropriate for states wishing to use the funds to 
  247. develop their aerospace research infrastructure to more 
  248. competitive levels.

  250.      Grants of $150,000, part of which must be matched with non-
  251. federal funds, will be awarded annually for 4 years to state 
  252. consortia in both categories.  Grantees in both categories will 
  253. administer fellowship programs for students at both undergraduate 
  254. and graduate levels.
  255.  
  256.      NASA will accept only one proposal per state.  To insure 
  257. that only one proposal per state is submitted for evaluation, 
  258. each institution wishing to participate is required to submit to 
  259. NASA a letter of intent specifying the university's interest in 
  260. participating and willingness to collaborate with other 
  261. interested institutions in the state.  NASA will notify 
  262. interested parties so that collaboration may proceed.

  264.      Letters of intent are due by June 29, 1990.  Proposals are 
  265. due Oct. 29, 1990.  NASA will announce Phase II grant recipients 
  266. in early 1991.
